True, I have to admit that I didn't notice when I marked this as duplicate.

But it doesn't necessary mean that the reporter actually used 16.04.3.
16.08.0 is not selectable in the "Version" chooser here.
And the reporter only explicitly stated that this problem exists since 5.7.2,
which is the Plasma version.

I have no idea which konsole version really was in the "Neon packages" on the
3rd of August either, and there even are different flavors of Neon (User's
edition and Developer's edition).

Well, the issue reported does sound exactly the same.
And looking at the fix, it only changes/reworks things that actually got
introduced in 16.08.0 in the first place (when konsole was ported away from
kdelibs4support).

So I definitely do think so, yes.

Though in the end, to be sure you'd have to try it yourself, either by waiting
for 16.08.1 or building konsole with the fix yourself.
