Ok, have done some more testing...

... turns out that everything works fine in non-KDE applications like Firefox,
Thunderbird, Atom, etc but NOT in KDE applications like Kate, Rekonq, Konsole,
etc.

Firefox, Thunderbird, Atom: all the ones I tested work (~,`,',",^)
Konsole, Kate: none work
Rekonq: some work (~,`,^), other do not (", ')

Not sure if this means this bug has to be refiled? And, if so, where?
