I have same issue. konsole Version 3.0.1, Using KDE Frameworks 5.6.0.

Oddly, when konsole starts it has no default for either "Previous Tab" or "Next
Tab".  Setting all shortcuts to "Defaults" will setup the defaults properly,
but they are not preserved.

No other setting changes are preserved over restarts.
