Just tried with Gentoo i686 & KDE 4.9.5.
Bug still exists. 
Once you set english layout as second - hotkeys do not work at all.
When you get it back at 1st place - everything is fine.

It doesn't depend on gcc / glibc / xorg / etc version, distro and all that
stuff as far as I can tell.
