I can confirm this bug.

It happens when you set russian (doesn't matter which one) as a default layout.
I got this bug since 2009 (KDE 4.2) until KDE 4.8.5 (didn't try with KDE 4.9)
Distributions: archlinux i686, gentoo i686, kubuntu i686 / amd64. So I guess it
is not a packaging problem.

Back in 2009 I switched layouts and set english as first layout and forgot
about it. Thought this bug was fixed but found it in Kubuntu 12.04 few days
ago.
