Just to be clear, when you say "try Ctrl+Shift+T", is it per the physical
keyboard layout, or the logical keyboard layout ?

Although I have limited knowledge about those layout issues(because I never
need/use it), I guess the problem is not specific to konsole.  It should be a
KDE/Qt wide problem. Please also try other KDE applications where you have
defined "Ctrl+Shift+...." shortcuts.
