I doubt that has anything to do with konsole. It generally should be a
configuration problem of your system, or the wrong usage of that app, or the
lack of enough permission. 

What does the error message say? Does the problem occur only in konsole? If you
try it in other emulators(say, xterm or gnome-termianl), does it work or not?
