Can you hear the sound clearly when clicking on the play button next to the
sound file name in Settings -> Configure Notifications?  The sound should be
played at the same volume when the corresponding event happens in Konsole.

Konsole uses the same framework for playing sounds as other KDE applications so
it would be worth checking.
