Given that resizing windows every time you create one is a Big Nuisance,
I'd like to advocate that it is a DESIGN BUG.  This isn't just a
minor nuisance when you spend your whole day futzing with these things.
It is also a regression over 3.5.  It is a bug.  Thank you.
