Neither.  I want the default behavior to be that Konsole, like most other
applications, remembers the last used window size.  This was a deliberate
decision.  However, I don't mind having an option to always use a fixed size or
remember the last size per-profile since I do see the need for it.  I haven't
got around to it yet though.
