Ctrl+Shift+N means "new tab using my default settings."  Popping up a selection of profiles every time you pressed it would certainly annoy me and I'm sure it would other users.

There is a way to get quick access to different profiles which is to set a shortcut for the profile in the Manage Profiles dialog.  Pressing the shortcut will create a new tab using that profile.

eg.  I use "Ctrl+Shift+K" for a new KDE 4 development session and "Ctrl+Alt+R" for a release-mode KDE session.
