Hello,

The scrollback size as specified through the menu in Konsole is not about the
number of commands which are remembered when you press the Up/Down arrow - it
is about the number of lines of history which you can scroll through using the
scroll-bar on the side of the display.  The size of your 'command history' is a
property of the shell (the program which draws the prompt), which is probably
'bash'.
