pkg-config error

Hi All,

Linux Version 2.4.20-31.9.um.3smp (gcc version 3.2.2 20030222 (x686) (red Hat Linux 3.2.2-5))

Iam Using the above configuration, i am installing arts-1.5.6,kdelibs-3.5.6  (kde-3.5.6)
when i am compiling arts-1.5.6 with ./configure its giving problem as

checking for pkg-config : no

Configure error: 
This package requires the pkg-config


i logged in as a root, exported PKG_CONFIG_PATH=/usr/lib/pkgconfig

does anyone suggest me where exactly iam going wrong??
