enable the encoding menu

Hi all,

Is there a way to activate the m_encodingMenu when it is using
"KONQ_GUI_X11".  I have tried to uncomment it from mainwindowbase.cc and
mainwindowbase.h, it can cross-compile successful, but there is no effect on
the output.

Please englightened me.
