That's not accurate. You can find a snapshot based on KDE 3.1.4 here:

It should work fairly well on i386.

I see your goals are similar to those of the RULE People - maybe you could 
contact them and share opinions and tricks with them. Here is a link to their

I think they are trying to put together a somewhat more complete KDE 
environment, however, with a "full" konqueror instead of an embedded one,
together with KMail and parts of KOffice.

If you are not familiar with Qt configuration, I can send you the same
hints to compile a slightly slimmed down libqt-mt.so.
