About cross compile

Hello:
	I wonder how to cross compile the konqueror/e to arm with qt/e-3.1.1
I compiled as following:

	./configure --enable-qt-embedded

	But the output information of configure is : 

	checking whether we are cross compiling... no

	What can I do? How can I make the konq-e know that I want to cross-compile. 
What flag should I add when I run the configure?(Given I have made sure that the qte lib 
and toolchain are setted correct!)
