Deleting empty account

Definitely.  I didn't remember that feature myself, although I have not 
created a new credit card amount in a LONG time.  I know we're due for 
several updates to the Handbook.  I'll also look at the wording of the 
notice in the new account wizard to see if I can find something better.

I also wonder if we can't find a way to give the user more concrete 
information about why an account can't be deleted - perhaps in a popup 
on clicking "Delete" (instead of just disabling the button.menu entry.)
