Consolidate duplicate implementations of the tab order editing dialog

The duplicate implementations have been consolidated into the new
method `TabOrderDialog::createAndExec()`.

This commit also ensures that an active dialog cannot be reopened
and that the dialog also can be opened in the new split editor.
