I think the budget periods are set based on the fiscal year setting at the time
the budget is created, and not subsequently updated if the fiscal year setting
is changed.  This is probably the correct behaviour -- If someone sets a budget
amount for January (say) and then changes their fiscal year start setting, they
probably don't want the amount moving to a different month.
