Test file with different budget setup

There is another error in the user interface: If another file with different
budget settings is loaded (see attached test file) and you switch to the
“Budgets” tab, the old budget settings are still displayed, which can lead to
incorrect interpretations of the reports, as happened in comment #2. Only after
selecting a budget in this window are the displayed values reset or, after
selecting the relevant account, set to the current values.
