I have plenty of Payees "Misc Something" and use Payee Matching to catch many
related transactions that would normally create a new Payee on import.  On
manually creating a transaction I just directly enter the "Misc ...." Payee. 
That may not be quite as convenient as what you are asking for, but it seems at
least a reasonable workaround.
