This has been my experience as well in the USA. Most banks are moving away from
Direct Connect as they see it as a risk. Users now have to agree to terms which
state if you give a 3rd party application access to your bank information, you
are not protected and my be held liable for any fraudulent transactions. This
in itself, disincentivizes one from using the capability. 

I assume in the EU, there are still allowing it or are using a different
protocol. 

I have given up on using the Direct Connect. Unless you use Quicken/Quickbooks,
you are pretty much out of luck.
