SUMMARY  
Show all accounts box checked or not checked shows all accounts.   Can no
longer un-check it to show only open accounts.

STEPS TO REPRODUCE
1. Go to View
2. Check show all accounts box and nothing happens.  All accounts are
displayed.
3. Un-check all accounts box and nothing happens.  All accounts including
closed accounts are displayed. 

OBSERVED RESULT
All aacounts are alwasys displayed

EXPECTED RESULT
Checked bos should be all accounts shown
Un-checked box should be only open accounts shown
