Where are you trying to change the icons?  In KDE, it would be under the
SystemSettings app.  I don't know about Gnome.  Note there is a difference
between selecting an icon theme (which requires that theme to already be
installed) and downloading new icon themes.  Anyway,
you might try "sudo apt-get install breeze-icon-theme" (typing that in a
terminal, without the quotes.)  If that works, then you should be able to
select the breeze icons.
