Refound: Missing menu bar

Carl - Thank you.

I had already made that edit for all the plasma.....rc files in  
.config, but didn't bother looking deeper.  It seems that even briefly  
adding the global menu widget turns MenuBar=Disabled for lots of  
things, and they don't get turned back to Enabled when you remove the  
widget.
