I think it would have been better to do a complete release at once, or  
at least an appropriate announcement, to avoid confusion.  I also  
thought there was only one source tarball.  I don't see too much point  
in releasing a windows specific tarball, since almost nobody will  
compile for himself on Windows.  (I have spent a lot of time trying  
over the past years, and never had success.)  I hope the only  
additional files in the windows source compared to linux are related to  
the relase process itself, and are not actually necessary for compiling.

I would make a weak request that the Windows version includes the  
translations and help files, since the whole point of them is to have  
them available if you are not connected to the internet.  However,  
since I don't know the effort to actually get the windows copy to use  
them (I suppose it would also reaquire including a compiled version of  
khelpcenter, unless they were simply made local html files) I don't  
actually propose that change now.

It's not up to me, but up to the development team as a whole.  Would it  
be worth releasing a 4.8.1-pre tarball, with the note that the only  
change from the expected final 4.8.1 would be translations, but no code  
changes?  If not, then checking with the translation teams would be a  
good idea.

That makes sense, but then I would have made it more clear that the  
source tarball is also specifically windows oriented.
