I understand your locale is Israel.  However, I assumed your default language
was Hebrew.  If this is wrong, and you have English as default, I have to
change the way I have described the problem in the other bug, so please
confirm.

As far as other applications, how about kaddressbook or korganizer (both part
of kdepim - although I do not know how they are packaged for KDE on Windows.) 
You can also look if VLC, SMPlayer or qtconfig are available for KDE on
Windows.
