Well, that does not wonder me as it is a global KDE setting. Use the Configure 
desktop/Personal/Regional&Language/Country,Region & Language page to select 
the Time & Dates tab. This contains the resp. settings you are looking for.

Strange. I never encountered that. Do you enter the transactions directly into 
the register or do you use the transaction form?
