I started by wondering if the German translation of the manual perhaps missed
something, but I can see that the manual mentions the sort configuration tabs
in the ledger configuration area, but it does not really describe how the sort
dialog works.  I'll add it to my list to improve for the next version. 
However, as Allan said, this is a fairly common form of sort control for a
tabular display.
