Upstreaming ANGLE patches

Hi, Amyspark!

You have my permission to upstream the HDR patches authored by me. It
should be possible to do, because they just implement two self-contained
EGL extensions. The only questions might be that ANGLE would require some
kind of testing/certification for that.
