Musical Measures on Timeline Docker

Greetings,

I am new to the krita codebase but there's a feature I'd like to implement
if no one's planning on doing so and if you all would see this as a
valuable addition. I need an animation program that lets me organize frames
into measures, as described here (see especially the last pictures in the
post):

In short, I'd like to add the ability to specify time signature and tempo
(limiting to what can cleanly divide, based on the framerate) and have at
the least a measure ruler above the frame one and lines signifying ends of
measures. A nice to have would be color coding the frames that are on the
beat. I don't mind learning your coding conventions and doing the work
myself to implement it but I want to see if this is something that would be
invasive and, if so, if there'd be a way to make an alternate docker or
plugin if this isn't wanted there by default.
