Basic Idea and implementation details of Tagging - Need Suggestions from all.

I am not sure of where the IDE will go, but it looks good and usable.

The best part is that I already anticipate a use for this: classifying
Presets.

Currently the Preset Docker only has the option to show all presets, or just
the presets for the current paintop, but with tags, a more granular way to
select what to display could be achievable. I fully support this idea, it
can be very useful.
