We can probably see how Nitrostemp's windows installer works and do the same thing for Krita. It'll be a big download, but then, that's a mark of quality :-)
I just tested the Amarok Windows installer and it's a perfect demonstration of how this is difficult to get right: there's a lot of flicker and subinstallers running and then finally, after install 500mb of stuff, Amarok crashes on startup.
