Gaussian filter bounds problems

No, simply open an image, from the Filters menu select a blur filter (make the radius large) end press the OK. Observe the transparency around the edges.

you have to apply the filter for the edges to become transparent.
Sorry, i don't get it. Edge Detection filter?
