Well, it's so short that no KDE mentor will be able to figure out what you are 
going to do. You need to go much deeper into specifics. And KDE mentors are 
really critical about timelines and milestones, so that needs to be in. I 
wouldn't add things like you suggested on irc, porting the magnetic scissors 
tool: gsoc projects are not meant to be about maintaining things done in 
previous gsocs, but about new development.
