activeDevice, activeLayer etc

Currently, KisImage keeps track of which layer is active. That's properly 
speaking the gui's job: this way it's impossible to have two views with in 
each view a different active layer. 

Are there any argument for keeping the active layer in KisImage that I may 
have missed? If not, I'll start ripping that out shortly...
