Add Palette and Edit Palette dialogs

Known bug, I should fix that indeed. I can't remember the exact reason why I 
didn't do it at the time I implemented it, though.

Hrrrrm, maybe I could make it with a 'Retry' button that opens a file save 
dialog? Not the best way, but still...

That's something for the next Krita release then ;) (probably with a revised 
GUI for it, though, I had something more unified in mind but I didn't 
actually do that unfortunately)
