Scaling filters

I want to give the user some guidance about when they should use which filter.
So we've got:

Bspline
Bell Box
Hermite
Lanczos3
Mitchell
Trilinear

Now, which ones are good for scaling up, which for scaling down and which are 
fast and which are slow?
