Filters configuration

I agree making an ui files is easy and fast, but we have to consider the 
external providers of plugin, we can't expect them to follow a ui guideline 
except if we somehow force them (or we will finish like in the Gimp with a 
different ui for each filters). I think automatic GUI is the best way for 
consistency, if you find an usuability problem, you can fix all the 
configuration widgets in one row.

And then there is the problem of scripting, maybe I misunderstood, but we want 
to have filters written in a scripting language, and even with PyQt, RubyQt, 
PerlQt (and we might even add support for scripting language with no 
binding), I don't see how we can integrate their configuration widget, 
without having an automatic GUI builder.
