Photoshop 6 has a recorder, but not to a script. The recorded "action" can 
then be edited in a graphical editor.

Photoshop also allows external scripts to call functions within photoshop.

Well, its an easy way to create a script. And not all users are programmers.

That is always the risk. The nice feature would be that undo would also remove 
the action from the script.
