Photoshop elements filling

The move rectangle is exactly around the painted extent; moving the
layer does not make it bigger. If you fill, only the part of the layer
that's inside the image is filled. If you fill  after moving a layer,
only the part surrounded by the move marque is filled. If you select
the brush tool, and then fill, again the entire area within the image
is filled.

Rather counter-intuitive, I think.
