Well, I was actually considering moving most of the UA-switcher from kdeaddons 
to kdebase, and rename it to "emulate other browser" which is what it 
actually does by now. You could then choose between 
Konqueror/MSIE/Mozilla/Safari/W3C/Opera/Netscape4.

 A few extra quirks could quickly be added, such as defaulting box-sizing to 
border-box in msquirk render mode. Though I am not sure there is much point 
in implementing the W3C mode, it could exists for the pleasure of purists.
