prepare-ChangeLog script

Here's the script we use to make the skeletons of ChangeLog entries, 
which I mentioned earlier. It lists the files changed and uses cvs 
magic and reasonably good parsing to find the names of functions you 
have changed. It understands namespaces and inline functions and 
everything. As you can see, what it does is quite a bit fancier than 
just passing the right combination of cvs diff options.
