In general we don't have a reducing bandwidth mechanism implemented, since we
use KIO http/ftp downloads and libktorrent for torrent downloads. So this
rather sounds like a KIO bug unless you were downloading a torrent file.

If you are able to reproduce this issue please -- if downloading from http/ftp
-- look how many connections are used, do that in the transfer settings and
mirrors there. Both while it is slow and after it should be fast again and also
after stopping/resuming.

I tried it myself on the network -- unfortunately I am the only computer with
KDE, i.e. the other was using Firefox -- and could not reproduce this issue.
