Version:           0.8.1 (using KDE 4.4.4)

There was ktorrent started by another LAN user and kget download speed fell to
10 KBps. I requested the other user to pause and saw no increase in kget
speed.I stopped kget and resumed.Kget started downloading at 60 KBps.(Kilo
Bytes).It seems kget does not retry to use full bandwidth if for some reason
available bandwidth was reduced.


Reproducible: Didn't try

Steps to Reproduce:
The steps in the 'Details' should reproduce it, but I could not retry as the
other colleague was gone at the time of writing.



OS: Linux (i686) release 2.6.34.4-0.1-default
