Not sure if this is a bug, I'd say no.

In any case I found a workaround for the initial problem, hopefully this will
help me to track it down.

modify the DefaultFolder in your transfers.kgt file to be empty i.e.:
DefaultFolder=""
(doing that in the GUI won't work)
I know this does not seem to make sense, but it works then and downloads the
file to the last location without poping up a dialog.
