kde-core-devel, in the git migration thread over the last two days.

svn externals are broken by design, they are (well, were) a blocker to the git 
migration and in this particular case ktorrent is breaking out the library 
within the next month and kget will move to using that external library.

i've talked with kget people before about this issue, btw. it's not like there 
hasn't been lots of notice.
