PS: Debian Buster currently seems to only have Qt 5.11.3. You should be able 
to build KGeoTag against that, but on git master, the depenceny already has 
been pushed to Qt 5.14. Although you still should be able to build git master 
against Qt 5.11, it will complain about the version being too old.

You can simply check out v1.0.0 (git checkout v1.0.0) or use the 1.0.0 release 
tarball. There, the build instructions only look for Qt 5.11.
