Ultimately here is what I think makes sense:

Extracting within Ark:
- always respect the setting to open a filemanager or not after the job is done

Extracting or compressing from Dolphin's context menu item:
- open a new window after the job is done only when Ark's setting for that is
set to true and also when any of the following conditions apply:
-- Dolphin isn't running anymore
-- A Dolphin window is open but its view is not showing the
extraction/compression location

Would that make sense to you?
