  Regarding the both last points: I understand where you are coming from and this mechanism also seems to be largely applied on mobile OSs (like the screenshot from iOS in this description - probably also because of proximity to the fingers). For "normal" oldscool desktop/laptop UIs this is currently still pretty uncommen, though. The argument with close proximity could also be used against the approach: Action buttons are in close proximity to unrelated info text there, while when having them above would result in close proximity with other action buttons. Maybe instead of integrating them in the status bar they could be arranged in a separate "box" that appears when things are selected.
